Yes, in order to do Follicular Unit Excision (FUE) hair transplantation surgery properly and to minimize the follicular damage in the donor area, it is recommended that the donor area be completely shaved as low as possible, leaving only stubble to determine the angle and direction of the hair.

Some doctors have tried the procedure keeping a longer length to the hair and I believe we are still waiting for the results of these types of procedures to determine if this is a viable option in FUE hair transplantation procedures.
